STEPHEN JOEL TRACHTENBERG is president emeritus and University Professor of Public Service at the George Washington University. A fellow of the American Academy of Arts and Sciences, he was the third president of the University of Hartford and has been awarded more than 20 honorary doctorates over the course of his career.
